I am directed by the Lords Commissioners of Her Majesty's Treasury to transmit herewith copy of an application from the Chartered Mercantile Bank of India, London and China praying to be allowed to receive deposits in the Government Treasury and by the Banks in the Colonies in the East, and to request that you will move the Duke of Newcastle to take for information from the Governors of the respective Colonies referred to, regarding the arrangements for the employment of Banks for the deposit of public money.
I am to observe that while on the one hand any arrangement which would give to one Bank a monopoly...
